Are you kidding me? I was already at level 14 like 4 days into playing the game. I haven't played it in a while, though. But there's only 20 levels? That's gay.

I heard that there are also only about 55 - 60 levels in Oblivion; I read it somewhere on the internet. I'm not sure if it's true, though.

The highest level you can reach in Oblivion, without using exploits or cheats, is 53 (it’s actually 53.5, but .5 isn’t a level). With cheats and exploits, the highest you can reach is 255.

I just did some research and you can only go to level 20. I just find this surprising because there are so many perks, and it just doesn't seem like you'll be able to choose the perks down at the bottom of the list if you reach level 20. I also heard that they are going to release a patch or something that will lift the level cap, I'm not sure though. I think level 20 is too low. It should be 50 in my book.

The reason they made the level cap twenty, is because if they made the level cap higher you could have almost every perk and that would make you seriously over powerd and would make the game less fun.

I suppose that if you want to check out all of the different perks, you can create a new character and choose different perks for that one than you did for your current one.

Yeah, that makes sense. I guess that's cool.
