I've noticed that it kept going from that ShamWow salesman to a guy that looks like Frasier. Pretty funny, if you ask me. Now, about having a .gif as your avatar, my current avatar is actually a .gif and it works fine. Are you sure your avatar is meeting the specifications of size (100px by 100px max, 97.66 KiB max)?
No, I linked the source of the image to a file called avatar.gif. It then, by a script, changes from one image to another from images in it's same folder.
I'm not uploading it, but hotlinking it, but that won't work since its avatar.gif.
I can give you the source code of the script, to show that it poses no harm.
I've made it work on another forum before.
Also, the Frasier guy was Red Foreman from That 70's Show.

Oh, so it's a dynamic image made with PHP sort of like the Stat Cards, right? That should be able to be linked to as your avatar. If it doesn't work, then it's probably because the links to the images in the avatar.gif file are set up locally, so that when avatar.gif is uploaded to an external website, it looks for the images that are linked to in avatar.gif in the local directories but cannot find them. Can you use full links with http:// at the beginning of them in avatar.gif to link to the images instead? That might allow it to work as your avatar here. Still, if you're linking to it as an off-site avatar, it should still work even if the links to the images in avatar.gif are locally structured. This is a bit odd.

I'll try it.
If it isn't uploaded by 2/18 midnight, PST, it didn't work.

Looks like open_basedir() is prohibited here.

It's prohibited on The Elder Stats? That might be the forum doing that, because the web host that The Elder Stats uses definitely supports that PHP function. Let's continue this conversation via private message and see if we can solve it.
