I remember hearing that while watching an episode of Everybody Loves Raymond once.

I believe that if you put a question mark at the end of the title, or if you put three dots at the end [ ... ] it could be considered proper. But, this is the Internet and not many people pay attention to that kind of stuff. Good observation, though.
